- The Waterford Board of Selectmen unanimously rejected the proposed amendment to WELSCO’s policy statement on aquaculture development. Dan Steward, Waterford’s First Selectman, reiterated his position that this kind of shellfish farm does not belong in the Niantic River. Because it was determined that WELSCO does not have authority to enter into lease agreements on behalf of a municipality, WELSCO chairman Peter Harris was urged to go back and work on a new statement. When Mr. Harris asked for suggestions on how to revise the policy, he was encouraged to look outside of the Niantic River.
- The East Lyme Harbor Management Commission agreed that WELSCO lacked the authority to move forward with a lease agreement and created a subcommittee to further explore aquaculture development.

- On Thursday, October 18th, WELSCO was urged by town attorneys and East Lyme’s First Selectman to hold off on approvals because of jurisdictional concerns but agreed to continue discussion.
